There are lots of directions you could take this, all of which have valid perspectives. Star Trek seems to have tried to go with a more civilian based idealistic approach to the jurisdiction or governance of things like stations. I won't say that is right or wrong, but will pose food for thought. Who made the station and why? If it was built by a corporation and designed for profit, then the militaristic authorities might have to keep their hands to themselves, as it is technically private property. If it was built by a military entity, then it goes the other way. I can only speak from the experience of having lived on several military bases around the world. Businesses fight to get there, because there are lots of good paying customers on well protected realestate. Yes, there are restrictions. Yes, you might be subject to monitoring or search at any time. Often, they are very willing to give up these rights in order to be in the middle of a very profitable market location.

On one hand, you don't want a pervert watching you change clothes in your living quarters. On the other hand, you have a security system that can always be reviewed, in the event of theft or assault. They put restrictions on who can view it, why and when, but there is the potential that every second of every day on a station could be recorded and viewed by others. There will always be debate over the idea and there always should be. With technology comes complications.
